Ouachita Parish Sheriff’s Investigators Arrest Two for Vehicle Burglaries

An investigation into several vehicle burglaries in the Highway 15 and Prairie Road areas of southeastern Ouachita Parish has resulted in the arrest of two suspects.  Ahmad Ceasar, age 18, Monroe and Quonterrius Hilliard, age 18, of Bastrop have been arrested and booked in OCC on six counts of simple burglary and 2 counts of criminal conspiracy each.  The investigation is continuing.

Suspects Arrested for Extensively Damaging Logging Equipment

As a result of a joint investigation by the Ouachita Parish Sheriff’s Office and the Louisiana Dept. of Agriculture & Forestry, 3 suspects have been arrested and charged with damaging a logging contractor’s equipment in southeastern Ouachita Parish.  Ouachita Parish Deputies responded to a complaint of extensive damage to several pieces of equipment at a site near Prairie Road on July 10th and 11th, 2015.  The subsequent investigation indicated the 3 suspects were allegedly responsible for the damage.  Joshua Jurca, age 22, of Monroe and Rhonda R. Barnes, age 21, of Monroe were arrested and each booked in OCC on the charges of 2 counts of Simple Criminal Damage to Property in excess of $50,000.  The third suspect, a juvenile, was also charged with 2 counts of Simple Criminal Damage to Property in excess of $50,000 and placed in Green Oaks Detention Center.

Deputies Arrest Suspect in Business Burglary Investigation

On July 20, 2015, Deputies responded to a reported burglary of a local business on Whites Ferry Road in West Monroe.  Surveillance video provided a physical description of the suspect and his gaining entry to the business.  Video also provided images of the suspect’s vehicle.During the early morning hours of July 21st, Uniform Patrol Deputies observed a vehicle matching the description of the suspect vehicle.  Deputies executed a traffic stop of the vehicle.  The driver of the vehicle, Nathan Daniel Jolly, age 40, of West Monroe, appeared to match the description of the suspect seen in the video.  Subsequent investigation determined Jolly allegedly committed the burglary of the business.  Jolly was arrested and booked in OCC on one count of Simple Burglary.

Investigation Leads to Arrest on Juvenile Pornography Charges

 A joint investigation by members of the Ouachita Parish Sheriff’s Office Special Victims Unit, the Louisiana State Police, the Louisiana Attorney General’s Office and the FBI Violent Crimes Against Children Task Force has resulted in the arrest of a West Monroe man on Juvenile Pornography charges.  Based on evidence developed during the investigation, a search warrant was executed at a residence in West Monroe on July 28, 2015.  As a result, Robert D. Gilley, Jr., age 35, of West Monroe was arrested.  Gilley was booked and is currently held at OCC on 40 counts of Possession of Pornography involving Juveniles and 25 counts of Distribution of Pornography Involving Juveniles.

Runaway Juvenile Investigation Leads to Simple Kidnapping Charge

Ouachita Sheriff’s Deputies responded to a reported runaway juvenile from Ouachita Parish on July 27th, 2015.  During the investigation, evidence was developed that indicated the juvenile was traveling with Tony A. Free, Jr., w/m age 22, of Downsville, LA.   Information including descriptions of both the runaway and Free was disseminated to law enforcement agencies nationally.  As a result, both subjects were located traveling together in Dothan, Alabama on July 28th, 2015.  Free has been arrested in Alabama on the charge of Interfering with Child Custody, based on circumstances at the time of the arrest.  A warrant on the charge of Simple Kidnapping has been issued by the Fourth Judicial District Court.  A detainer for this warrant charge has been placed on the Free pending his release from Alabama authorities, at which time he will be arrested by Ouachita Parish Deputies.  The juvenile has been returned to the custody of her family.

Sheriff Jay Russell Offers Back to School Safety Tips

With summer break coming to an end, Sheriff Jay Russell wants to remind parents and drivers to help keep our kids safe.

Back to School Safety Tips

Safety tips for drivers:

• Slow down and be especially alert in the residential neighborhoods and school zones
• Take extra time to look for kids at intersections, on medians and on curbs
• Enter and exit driveways and alleys slowly and carefully
• Watch for children on and near the road in the morning and after school hours
• Reduce any distractions inside your car so you can concentrate on the road and your surroundings.  It is illegal to use a mobile  device in a school zone.   Put down your phone and don’t talk or text while driving

Safety tips for your kids:

• Plan a walking route to school or the bus stop. Choose the most direct way with the fewest street crossings and, if possible, with intersections that have crossing guards.
• Walk the route with your child beforehand. Tell him or her to stay away from parks, vacant lots, fields and other places where there aren’t many people around.
• Teach your child never to talk to strangers or accept rides or gifts from strangers. Remember, a stranger is anyone you or your children don’t know well or don’t trust.
• Be sure your child walks to and from school with a sibling, friend, or neighbor.
• When driving kids, deliver and pick them up as close to the school as possible. Don’t leave until they are in the schoolyard or building.
• Teach children to arrive at the bus stop early, stay out of the street, wait for the bus to come to a complete stop before approaching the street, watch for cars and avoid the driver’s blind spot.
• Remind your children to stay seated at all times and keep their heads and arms inside the bus while riding. When exiting the bus, children should wait until the bus comes to a complete stop, exit from the front using the handrail to avoid falls and cross the street at least 10 feet (or 10 giant steps) in front of the bus.
• Tell your child not to bend down in front of the bus to tie shoes or pick up objects, as the driver may not see him before starting to move.
• Be sure that your child knows his or her home phone number and address, your work number, the number of another trusted adult and how to call 911 for emergencies.

A joint investigation by the Ouachita Parish Sheriff’s Office-Special Victims Unit, the West Monroe Police Department, the Concordia Parish Sheriff’s Office and the FBI has resulted in the arrest of James W. Ainsworth, age 40, of West Monroe.  Ainsworth has been booked in OCC on 2 cts. of Production of Pornography Involving Juveniles and 10 cts. of Possession of Pornography Involving Juveniles.  The investigation is ongoing and no further details are available at this time.

OPSO Receives Grant to Help Combat Littering in Ouachita Parish

The Ouachita Parish Sheriff’s Office has again been selected as a recipient of the Healthy Communities Grant by Keep Louisiana Beautiful, the State’s premier anti-litter and community improvement organization.

This year’s grant, in the amount of $10,000 will support the Ouachita Parish Sheriff’s office Stop Littering Abatement Program (SLAP), an initiative to educate and engage the Ouachita Parish community in order to reduce the amount of litter along our local roadways.  The Ouachita Parish Sheriff’s Office, in partnership with the Ouachita Parish Police Jury, formed the Code Enforcement Unit several years ago to address the littering problem in unincorporated areas of Ouachita Parish.  The deputies assigned to this unit are responsible for handling litter related complaints.  This grant will be used directly to enhance the effectiveness of this unit in addressing the litter problem in Ouachita Parish.

OPSO Investigators Arrest Suspect in Burglary and Auto Theft Investigation

As a result of an  investigation into burglaries and two reported auto thefts in the Fontana Road area of Ouachita Parish, Ouachita Sheriff’s Investigators have arrested Devonte Gater, age 23 , of Monroe.   Gater has been booked in OCC on 5 cts. of Simple Burglary and 2 cts. of Theft of a Motor Vehicle.  The investigation is continuing and no further details are available at this time.

OPSO Investigators Searching for Missing Person

Ouachita Sheriff’s Investigators are attempting to locate a missing person from Ouachita Parish.

Chad Mandel Taylor, age 39, was last seen at his residence of 619 Brown Street in West Monroe on July 21st, 2015.  He apparently left the residence on that date but mode and direction of travel are unknown at this time.  He has not been seen nor heard from since.  Mr. Taylor is described as a white male, 5’-10” tall, 200 lbs.  He has brown hair and hazel colored eyes.  He has worked in the Shreveport area in the past and has been known to stay in Motel 6 and Super 8 motels.  Anyone with any information concerning the whereabouts of Chad Taylor is asked to contact the Ouachita Parish Sheriff’s Office Investigative Division at 318-329-1200.
