SCAT Arrests Tanglewood Dealer

On 1/29/14 The Ouachita Parish Sheriffs Office SCAT team conducted an operation that resulted in a search warrant for the residence of 801 tanglewood dr. in Monroe, la. This warrant was served by the Ouachita Parish Sheriffs Office Swat team. Subsequent search resulted in the following arrest and seizure.

Press Release – Aggravated Battery Arrest

On February 4th around 9 pm, OPSO was called to 24 Farmers Circle in reference to a stabbing. Upon arrival, deputies discovered that a victim had been cut with a knife in the chest area. The initial investigation revealed that the suspect, Evans O. Dennis, 47, of Monroe produced a knife and stabbed the victim during a fistic encounter.

The victim had a small laceration on the upper chest. He was transported to a local hospital with non-life threatening injuries.

Dennis was arrested for one count of Aggravated Battery and booked into OCC.

SVU Arrests Man For Child Pornography

Press Release 2-6-14

On February 6, 2014, members of the Ouachita Parish Sheriff’s Office – Special Victims Unit executed a search warrant at 5415 Whites Ferry Road, Lot # 33, in West Monroe, Louisiana.  As a result of their investigation, investigators arrested 58 year old Steven Dale Poole for one count of Pornography Involving Juveniles.

Press Release – Scam Alert

Sheriff Jay Russell is alerting residents of an ongoing scam involving individuals representing themselves as employees of a water company.

On February 7th, OPSO investigated a theft complaint where a white male and a white female went to a residence on Highway 139 in Monroe. This couple gained access to the residence by representing themselves as being from the water company. They explained to the victim that they were looking for water leaks.

The female suspect distracted the homeowner while the male suspect went to another area of the home. After the suspects left the residence, the victim discovered that they had been a victim of a theft.

The male suspect is described as white, approximately 5’9” tall weighing around 150 pounds wearing a white shirt. The white female suspect is described as 5’7” tall, approximately 110 pounds wearing a white hat and blue jeans.

The suspects were traveling in a white two door car.

Anyone with information on these suspects is encouraged to call OPSO at 318-329-1200 or Crimestoppers. Monroe Police and Caldwell Parish Sheriff’s Office are also investigating similar crimes.

SCAT – Felon Arrested on Drug and Gun Charges!

On 2-14-14 members of the OPSO Special Crimes Apprehension Team conducted an investigation into a suspicious vehicle at a local business in West Monroe,LA.  During the course of the investigation, the arrestee (Jackie Duff) fled the scene on foot, but was apprehended a short time later. After a search of the vehicle that Duff was driving, deputies located 45 grams of crystal methamphetamine, 25 Xanax pills, and a loaded handgun. Deputies also learned that Duff was a convicted felon and was recently released from prison.

Duff was subsequently arrested and booked at OCC for Possession w/ Intent to Distribute CDS Schedule II – Methamphetamine, Possession w/ Intent to Distribute CDS Schedule IV – Xanax, Possession of a Firearm in the presence of CDS, and Possession of a Firearm by a Convicted Felon.

Deputies Arrest Homicide Suspect

Kareem Abdul Jabar Hill

An investigation into the January 2013 death of Chances Neal has resulted in the Second Degree Murder arrest of Kareem Abdul Jabar Hill, 38, of Monroe. On January 26, 2013, OPSO responded to a lifeless body lying in the yard of a residence on Bernstein Park. Neal had been shot multiple times.

Evidence received during the investigation indicates that Hill shot Neal during the early morning hours of the 26th.

Hill was arrested and booked into OCC. Bond on the Second Degree Murder charge is set at 500,000. This investigation is ongoing with the possibility of more arrests.

Deputies Arrest 2 For Burglaries

The arrest of two West Monroe men has cleared 11 mini warehouse burglaries and two camp burglaries. Jacob Rose, 17, and Caleb Thompson, 17, were arrested and charged with the burglaries of camps located around New Wall Lake Road as well as mini warehouse burglaries on Tupawek Road in West Monroe. A juvenile has also been arrested in connection with these crimes.

Investigators have recovered a Honda Rancher ATV along with assorted hunting and fishing equipment. This investigation is ongoing with additional arrests possible.

Deputies Arrest Two Leaving The Scene Of A Burglary

Press Release – Burglary Arrest

At approximately 7:30 am, Deputies responded to a burglary complaint at 28 Northgate Drive in Monroe. Witnesses stated that they observed two suspects enter and exit an apartment. The suspects were carrying stolen electronics. Deputies located Mahrous Muhammad, 21, and Hunter Varino, 18, of Monroe walking on US 165 near Forsythe Extension.

Muhammad and Varino were identified as the suspects and arrested. Deputies recovered all of the stolen property taken from the victim’s apartment.

Muhammad and Varino were booked into OCC for one count of Burglary and Criminal Damage to Property. Muhammad was also charged with Resisting Arrest and Public Intimidation.

SVU Arrests 1 for Video Voyeurisim of a Juvenile

 PRESS RELEASE 03-05-2014  SVU ARREST

On March 5, 2014, investigators with the Ouachita Parish Sheriff’s Office – Special Victims Unit arrested 33 year old David Allen Boland of Monroe, LA for 1 count of Video Voyeurism of a Juvenile. The investigation stemmed from a child pornography investigation in January 2014 where Kenneth Boland, David’s brother, was arrested on charges of child pornography. During the forensic examination of the evidence in that case,  investigators discovered that David Allen Boland had intentionally recorded the juvenile victim undressing in the bathroom. Since the victim in this case is a juvenile, no further details will be released concerning the ongoing investigation.

Deputies Arrest one for Vehicle Burglaries

An investigation initiated this morning around 2am has resulted in the arrest of Chase Chilton, 19, of West Monroe. Deputies responded to several vehicle burglaries around the Rainbow Drive area in West Monroe. Evidence indicated that Chilton was responsible for these. Deputies attempted to traffic stop Chilton on Hicks St but he ran his vehicle into a ditch and fled on foot.

A perimeter was established and subsequently Chilton was arrested in a wooded area around Green Road. Early information indicates that Chilton is responsible for numerous burglaries and fleeing from law enforcement.

This release will be updated with appropriate charges as soon as they become available.

OPSO Investigators Arrest One for Homicide

The investigation into the homicide of Calvin George has led to the arrest of Jonathan Akeem Mays, 23, of Monroe. OPSO responded to a welfare concern on Christmas Eve 2013 at 704 Roberts St. Deputies discovered the lifeless body of the victim inside the residence. George had been stabbed in excess of 100 times in the head, neck and torso.

Investigators were able to obtain forensic and testimonial evidence that allowed for securing an arrest warrant for Mays for one count of Second Degree Murder. Bond was set today at 500,000. Mays was booked into OCC.

Telephone Scam Alert

Sheriff jay Russell wants to warn citizens of a telephone scam occurring in our area!

The Ouachita Parish Sheriff’s Office has received information that some citizens have received telephone calls from persons representing themselves as OPSO deputies. This scam involves the caller advising the victim that they owe either an unpaid traffic ticket or a fine for a bad check. The caller advises the victim that a warrant will be issued for their arrest if they don’t pay a mediator in Washington DC. Caller ID indicates that the call is from OPSO and displays the number 318-329-1200.

Please be aware that this is NOT OPSO personnel. If you receive this type of call, OPSO request that you attempt to obtain the caller’s name and identifying information.  Tell the caller that you are going to call them back at 318-329-1200.  Please then call OPSO at 318-329-1200 and report the call.

The Ouachita Parish Sheriff’s Office Special Victims Unit will  hold a internet safety seminar for Parents. The seminar is titled “A PARENTS GUIDE TO INTERNET SAFETY” and will be held on March 29, 2014 from 10:30 AM – 11:15 at Richwood Middle School.  *You must be 18 years of age or older to attend this presentation. Please do not bring your children with you to this presentation.

Shooting on New Mineral Springs Rd in Calhoun

On 9/1/13 at approximately 3:18p, the Ouachita Parish Sheriff’s Office responded to a shooting at 835 New Mineral Springs Rd in Calhoun, LA. Deputies found that 47yo Tony Ford had been shot with a shotgun in the left hand. Witnesses identified the suspect as 61yo Bobby S. Thomas.

Further investigation revealed that a group had been at this location consuming alcoholic beverages when a verbal conflict escalated to Thomas shooting Ford. Thomas was booked into the Ouachita Correctional Center for one count of Attempted Second Degree Murder with bond totalling $25,000. Ford was transported to a local hospital where he is being treated for non life threatening injuries to his hand and abdominal area.

UDPATE: At this point in the investigation no arrests have been made. The case is being forwarded to the 4th District Attorney’s Office for further review.

On 9/3/13 at approximately 2:47a, the Ouachita Parish Sheriff’s Office was dispatched to 131 Swartz School Rd in reference to a shooting.

Upon arrival, deputies learned that the victim Kevin Brown, 48yo, had been shot in the upper torso by his wife, Joan Brown, 44yo, with a handgun.

Kevin was transported to a local hospital where he succumbed to his injuries. Joan was transported to the OPSO Annex for further questioning.

The investigation is still on-going and more information will be released as it becomes available.


Shooting on Rogers Rd in West Monroe

UPDATE: An investigation into the shooting at 1353 Rogers Rd. has resulted in the arrest of 54yo Suzanne Black. Evidence indicated that the victim, Charles C. Black, 53yo, was shot once in the back with a large caliber handgun. Suzanne will be transported to the Ouachita Correctional Center to be booked for Second Degree Murder.

Any additional information regarding this case will be released at a later time.

At approximately 4:39pm, the Ouachita Parish Sheriff’s Office was dispatched to a residence in the 1300 Block of Rogers Rd. in West Monroe, LA in reference to a shooting. Upon arrival, deputies learned that a female had shot a male with a handgun.

The female is currently in custody and being interviewed by OPSO Investigators. The male was transported to a local hospital where he died. OPSO crime scene is currently processing the scene.

Both names of the individuals involved in this incident will be released at the appropriate time. This investigation is ongoing with additional information provided as it becomes available.

Theft of ATV and Trailer Arrest

On October 13, 2013, the Ouachita Parish Sheriff’s Office investigated a theft complaint of an ATV and trailer in the 1500 block of Frenchman’s Bend in Monroe, LA. During the investigation, deputies were able to secure surveillance footage of the suspect vehicle, a red and gray Dodge Pickup Truck, entering and leaving the subdivision.

A Louisiana State Police Trooper recognized the suspect vehicle and provided the identity of the driver. A subsequent investigation revealed that Frank Herbert, 48yo, of Bastrop, LA, was the driver of the Dodge pickup truck involved in the theft. Herbert along with the stolen ATV and trailer were located in Monroe.

In a statement to OPSO investigators, Herbert admitted that he was responsible for this theft along with other thefts including the theft of a zero turn lawn mower in Morehouse Parish. Herbert was booked into the Ouachita Correctional Cenber for Theft of a Motor Vehicle held pending bond.

This investigation is continuing with additional arrests for other crimes expected.

Armed Robbery Investigation on Winnsboro Rd

On October 7, 2013 the Ouachita Parish Sheriff’s Office investigated an armed robbery that occurred at the Hwy 15 U-Pak-It on Winnsboro Rd. in Monroe, LA. Witnesses confirmed that a suspect armed with a handgun entered the business and demanded money from the attendants. The suspect fired the weapon at an attendant and fled the scene with an undetermined amount of money.

On October 24, 2013 OPSO Investigators secured an arrest warrant for Charles Ladarren Owens, 30yo of Monroe, for one count of Armed Robbery and one count of Aggravated Assault with a Firearm with total bond set at $150,000.00.

In the early morning hours of October 25th, the OPSO SWAT Team assisted with the investigation by executing two search warrants that produced intelligence of Owens whereabouts. The OPSO Warrants Division with the assistance of the Lincoln Parish Sheriff’s Office, located Owens and placed him under arrest. Owens was booked into the Lincoln Detention Center and transferred to the Ouachita Correctional Center.

OPSO Sex Crime Investigation

In August of 2013, the Ouachita Parish Sheriff’s Office arrested 35yo Timothy Calhoun for several sex crimes involving a child. Subsequently, investigators have continued this investigation with other victims coming forward. Investigators presented several cases to a Grand Jury and secured indictments for Calhoun involving multiple victims.

These indictments are the results of a two month investigation conducted by OPSO sex crimes investigators. Due to these cases involving children, no additional information will be released.

Residential Burglary Arrest in West Monroe

On 11/3/13, Ouachita Parish Sheriff’s Office Deputies responded to a burglary in progress at 100 Ouachita Drive in West Monroe, LA. The victim stated that a black male removed a window air conditioner on the backside of his residence and entered through the window. The victim armed himself and confronted the suspect inside the residence firing a shot at the suspect. The shot missed the suspect who then fled the scene on foot.

Patrol Deputies then located the suspect walking away from the residence and took him into custody. The suspect was identified as Jamarcus D. Manning, a 19 year old black male.

OPSO was also investigating 6 recent residential burglaries that occurred in this same area. Positive fingerprint identification by the OPSO I.D. Division Deputies linked Manning to these burglaries. Manning was booked into the Ouachita Correctional Center on 7 counts of Burglary.
