Suspect Arrested on Attempted 2nd Degree Murder and Aggravated Battery Charges

On December 15th, 2014, Ouachita Sheriff’s deputies responded to a report of a large group fighting on Cotton Bayou Drive in Monroe.  Investigation revealed someone had discharged a weapon during the incident.  Two injured parties later came to a local hospital for treatment.  One had a blunt trauma head injury and one suffered a gunshot wound.  Subsequent investigation identified the alleged suspect in the incident as Monterrius Jonterrius Russell, age 18, of Monroe.  An arrest warrant was issued for the suspect Russell on the charges of 1 count Attempted Second Degree Murder and 1 count of Aggravated Battery.  The Ouachita Sheriff’s Warrant Division, assisted by Lincoln Parish authorities, located the suspect today in Lincoln Parish  and arrested him.  The suspect is currently being held at OCC on the charges.

Sheriff Russell Announces New Youth Program

Sheriff Jay Russell announces the Ouachita Sheriff’s Office Deputies Making a Change Mentor Program will be implementing a new program working with local youth.  The program, Community Strong Initiative (CSI), is an evidence based initiative comprised of committed deputy sheriffs working together to answer community based questions.  The goal is to educate, facilitate and inform the youth of today on law enforcement interaction.  Through this concentrated effort, deputies hope to create an awareness level that will decrease violence and increase safety.  Public perception of law enforcement officers is often that as overly aggressive or somewhat passive when dealing with certain situations.  The public may feel that demographics or levels of income dictate the outcome of most situations.   One of the objectives of the program will be to improve the understanding the public has of law enforcement. 

 “Compliance” is one of the most important factors that can dictate a positive outcome during interaction.  One of the officers main objectives each tour of duty is to complete the tasks he or she is assigned professionally, fairly and without incident.  The objective is that all parties involved work through any situation safely.  Compliance to verbal commands or instructions given by a law enforcement officer can ensure the safety to everyone involved.  Understanding this process will also be one of the program’s objectives.

By addressing these core issues, the plan is to improve the relationship between law enforcement and the citizens in our Ouachita Parish communities.

OPSO Arrests Suspect in Armed Robbery

At approximately 4 p.m. Monday, December 29th, 2014, Ouachita Parish Deputies responded to a reported disturbance involving a shooting in the Town and Country area of Ouachita Parish.  The subsequent investigation has led to the arrest of Jeffery Browhow, age 19, of Monroe.  The suspect allegedly was armed and robbed the victim, during which a physical altercation occurred.  During the struggle, the victim was shot in the hand. The victim was treated at a local hospital for the wound.  The suspect, Browhow, was arrested later during the night and booked in OCC on the charge of Attempted Second Degree Murder and Armed Robbery.  If you should have any further information concerning this crime, please contact the Ouachita Parish Sheriff’s Office @ 329-1200 or Monroe Crimestoppers.

Ouachita Sheriff’s Deputies Arrest Two Juveniles on Burglary Charges

An investigation today of 8 reported vehicle burglaries in the 1000 block of Jonesboro Road has led to the arrest of two juveniles.  Ouachita Sheriff’s Office deputies detained the suspects early this morning and determined that they were allegedly responsible for breaking into several vehicles at a local manufacturing plant.  The 15 and 16 year old suspects admitted to entering both locked and unlocked vehicles at the plant. Deputies were able to recover cash, electronics,  firearm magazines and other items.   Each juvenile suspect was booked in Green Oaks Detention Center on 8 counts of Simple Burglary.

Resulting from the investigation of a prior armed robbery and attempted second degree murder in Ouachita Parish on Dec. 29th, 2014 in which one suspect was arrested; Ouachita Sheriff’s Deputies have identified and obtained a warrant for a second suspect allegedly involved.

Quaterrius D. Brohow, aka “Hassey”, age 23, Monroe, LA., is wanted by the Ouachita Parish Sheriff’s Office on the charge of Conspiracy to Commit Armed Robbery.  Browhow is believed to be in the Ouachita Parish area.  Anyone with any information on Browhow is asked to contact the Ouachita Parish Sheriff’s Office at 318-329-1200 or Crimestoppers.

Ouachita Deputies Investigate Armed Robbery

On January 7, 2015, Ouachita Sheriff’s Deputies responded to a reported armed robbery at a residence on Jennifer Lane in Monroe.  Investigation at the scene indicated two armed suspects, one armed with a pry bar and the other indicating he was armed with a handgun, entered the residence proceeded to rob four occupants.  Taken in the robbery was $180.00 cash, a flat screen TV and a Sony Play Station 4. The two suspects then fled on foot.

Further investigation determined that two of the occupants of the residence at the time of the robbery, Taquan Randle, age 19 of Monroe, and Jamon Ross, age 19, of Monroe, had previously conspired earlier that evening  with the two armed suspects to rob the other two occupants of the residence.  The two suspects that committed the robbery and fled on foot, David Butler, age 19, of Monroe and Christopher E. Roquemore, age 19, of Monroe were identified and arrested.  Each has been booked at OCC on the charge of Armed Robbery and Criminal Conspiracy.

Warrants have been issued for the two remaining suspects involved in the conspiracy, Randle and Ross, for the charges of Criminal Conspiracy and Armed Robbery.  Ouachita Sheriff’s Investigators are continuing their investigation and searching for the remaining suspects.  If you have any knowledge of this crime or the location of the two remaining suspects, you are asked to contact the Ouachita Parish Sheriff’s Office at 318-329-1200.

Ouachita Sheriff’s Deputies Investigate Home Invasion

Ouachita Sheriff’s Investigators are investigating a reported home invasion and battery that occurred at a residence near Burg Jones Lane on January 6, 2015.  Deputies responded to a report of a suspect entering the residence and then physically attack a juvenile victim.  The victim was able to defend herself against the suspect. The unidentified suspect then fled the residence on foot.

Deputy Apprehends Suspect in Commission of a Burglary

While on duty during the early morning of January 12, 2015, Deputy Ken Russ, Jr. and his K-9 partner, Tomec, observed a suspect break a window and enter a business in the Town and Country area of Monroe.  As the suspect exited the business with stolen merchandise, Dy. Russ identified himself and ordered the suspect to stop.  The suspect attempted to flee the scene on foot.  K-9 Tomec apprehended the suspect after a brief pursuit.  The suspect was identified as Jaccory Trashaw Carr, age 17, of Monroe.  Carr was booked at OCC on 1 ct. of Burglary, 1 ct. of Resisting Arrest and 1 ct. of Battery on a Police Dog.  The investigation is continuing and more charges are possible.

Sheriff Russell commends Dy. Russ for his alertness and excellent work in apprehending the suspect.

Warrant Issued for Suspect in 2nd Degree Aggravated Battery Case

UPDATE:  OPSO Warrant Division deputies located the suspect, Ryan M. Gix, earlier today and arrested him on the warrant.

 

Ouachita Sheriff’s Deputies responded to a reported fight on Tanglewood Drive in Monroe during the evening of Jan. 6, 2015.  The investigation determined that several subjects had been fighting in the street, identities of which were unknown at the time.  During the fight, the victim attempted to stop the fighting by intervening and separating the people involved.  While doing so, a suspect allegedly came up behind the victim and struck him in the back of the head.  The victim was seriously injured and required hospitalization.

Testimony and evidence from the scene identified the alleged suspect as Ryan Marquez Gix, age 22, of Monroe.  An arrest warrant has been issued for Gix (pictured below) on the charge of Aggravated Second Degree Battery.  If you have any information concerning the whereabouts of Gix, you are asked to contact the Ouachita Parish Sheriff’s Office at 318-329-1200.

Concealed Carry Weapon Class Saturday January 17, 2015

The first concealed carry class sponsored by the Ouachita Parish Sheriff’s Office Reserve Unit for 2015 is scheduled this Saturday, January 17th.  Registration is open as seats are still available.  If interested, contact Sgt. Mickey Watts at the Ouachita Parish Sheriff’s Rifle Range, 410-2427 during normal range hours for more information.  Registration is required to attend.

During the annual City of Monroe Martin Luther King Birthday Celebration, the Nashall Harris Humanitarian Award was presented to the Ouachita Parish Sheriff’s Office DMAC Program.  The award is given annually to individuals or organizations recognized as showing unselfish concern and commitment to the well being of others.  DMAC, (Deputies Making a Change), is comprised of deputies that work as a mentoring group with the youth in Ouachita Parish.   Sheriff Russell and members of the Ouachita Parish Sheriff’s Office are proud of the work performed by the deputies and appreciate the recognition by the City of Monroe.

Warrant Issued for Burglary Suspect

Ouachita Sheriff’s Investigators are looking for Andre Dewayne Shaw, age 18, of Monroe. He has been identified as a suspect in local burglaries.   Shaw was last known to live in the Richwood area and may also go by the name of Detrick Jackson.   The Sheriff’s Office has a warrant for this subject for the charge of burglary.   Anyone with any information concerning the location of Shaw is asked to contact the Ouachita Parish Sheriff’s Office at 318-329-1200.

Ouachita Sheriff’s Investigators are searching for  Jimmy Lee Cotham  for law enforcement authorities in Yolo, California.  Warrants have been issued in California for Cotham on the felony charges listed below.  Information has developed that the suspect may be in the Ouachita Parish Area.  Should anyone have any information on or see the suspect, you are asked to contact the Ouachita Parish Sheriff’s Office at 318-329-1200 or your local law enforcement agency.

West Monroe Man Arrested for Juvenile Pornography

On January 27, 2015, members of the Ouachita Parish Sheriff’s Office Special Victims Unit and the FBI Internet Crimes Against Children Task Force executed a search warrant of a residence in West Monroe, LA.  As a result of an investigation and the search warrant, Caleb Wayne Denton, age 31, of West Monroe, has been arrested on the charge of 1 count of Pornography Involving Juveniles.  Denton has been booked on the charge at OCC.

Ouachita Sheriff’s Investigators Arrest Two on Multiple Burglary Charges

As a result of an ongoing investigation of several vehicle burglaries, Ouachita Sheriff’s Investigators have arrested Andre Dewayne Shaw, age 18 and Katrell Stevenson, age 22, both of Monroe.  Numerous burglaries have been cleared with the arrests.  Several of the vehicle burglaries occurred in the Lakeshore area of eastern Ouachita Parish.  The investigation also determined the two are  allegedly responsible for several more vehicle burglaries, 2 motor vehicle thefts and a business burglary in southeastern Ouachita Parish.  Shaw has been booked at OCC on 1 count of Possession of Stolen Things and 19 counts of Simple Burglary.  Stevenson has been booked on 20 counts of Simple Burglary and 1 count of Theft of a Motor Vehicle.  The investigation is continuing.  Sheriff Russell commends the hard work by the Investigators in clearing the burglaries with arrests.

West Monroe Man Arrested for Computer Aided Solicitation of a Minor

A joint investigation by members of the Ouachita Sheriff’s Office Special Victims Unit, the La. State Police Special Victims Unit, and the FBI Crimes Against Children Task Force has resulted in the arrest of Everardo Perez Valencia, age 22, of West Monroe, La.  The investigation stemmed from a cyber-tip received by Ouachita Sheriff’s Investigators from the National Center for Missing and Exploited Children.  During the investigation, it was determined the suspect, Valencia, allegedly communicated with the juvenile victim via instant messaging and then met the victim for the purpose of having sexual relations.  Additional charges are likely to be filed pending further investigation in both Ouachita and Union Parishes.   Valencia has been booked at OCC on the charge of Computer Aided Solicitation of a Minor.

OPSO Arrests Two on Armed Robbery Charges

On February 9, 2015 Ouachita Sheriff’s Deputies responded to a reported armed robbery on Burg Jones Lane in Monroe.  The robbery victim stated to deputies that while she was sitting in her parked car, a young male subject approached her and advised the tail light was damaged on her vehicle.  She then exited the vehicle to check the damage and was confronted by two male subjects, one armed with a board and the other a black colored hand gun.  The victim further stated the suspect with the board struck her with it several times while the suspect armed with the gun pointed it at her.  During the assault, one of the suspects went into her vehicle and stole a large amount of cash from the console.  Both suspects then fled on foot and were not located by deputies searching the area at that time.

On February 10, 2015 Ouachita Sheriff’s Deputies responded to a report of two suspicious male juveniles in the same general area.  The complainant advised the two had came to her residence and told her that a neighbor needed help.  However, she was suspicious of the two and did not exit the residence, contacting OPSO instead.  Deputies searched the area and located the two suspects, one armed with a black BB pistol and the other a .22 caliber rifle.  Follow up investigation determined the two suspects committed the armed robbery on Feb. 9th and had planned to rob the female victim that reported the suspicious activity had she exited her residence.  The suspects, both juveniles, were arrested and placed in Green Oaks on one count of Armed Robbery and one count of Conspiracy to Commit Armed Robbery each.

The Ouachita Parish Sheriff’s Office Special Crimes Apprehension Team (SCAT) now has a designated Anonymous Tip phone line allowing the general public to call in any information concerning illegal drug or criminal activity they might have but wish to remain anonymous.  Should the caller wish to be contacted concerning their information, he or she can leave a message with their name and phone number for a return call. A SCAT member will contact them as requested.  The Tip Line number is 318-998-4867.

Ouachita Correctional Center Institutes Video-based Visitation Program

Two distinct issues affect jails nationwide: recidivism and contraband.  Recidivism costs taxpayers who have to house inmates who have already been through the criminal justice system, in many cases, several times before.  Contraband, such as illegal drugs, transforms a normally controlled environment into an unstable one, causing safety issues for guards and inmates alike.

The Ouachita Parish Sheriff’s Office is addressing these issues with its’ new video-based visitation system at the Ouachita Correctional Center.  This system will offer inmates the opportunity to visit with family and friends on a more frequent basis.  Studies have shown that more flexible visitation policies can cause a decrease in recidivism.  The system will also decrease the number of visitors onto the OCC compound, thereby decreasing the chance of contraband being smuggled in.

This web-based system is an alternative available for those who would rather visit from their home or office, as opposed to driving to the OCC compound and waiting in line twice a month. Family and friends can find the link at OPSO.NET. Here they will receive a user friendly tutorial, concerning the rules, software requirements, and how to schedule a visit.  On the day of the visit, the monitor located in the inmate living area will flash to notify the inmate that a visit has been scheduled.

Software Note: The system is designed to be compatible with available software.  However, should you encounter a problem, follow the instructions above and read the information outlining software requirements to correct the issue.

**Remote visits cost $9 for a 20 minute visit.  Future plans will allow for free on-site video-based visits from a building located at the front gate**
