As the result of an investigation of a missing person report filed March 2, 2015, Ouachita Parish Investigators have arrested four suspects on Second Degree Murder charges.
Phillip A. Soignier, age 20, was reported missing to the sheriff’s office March 2nd. The subsequent investigation revealed Soignier was the apparent victim of a homicide several days earlier. Robert B. Malanders, age 32, Sierra M. Collins, age 19, Stacie L. Shaw, age 33 and Jeffery D. Osborne, age 35 have been charged with one count of Second Degree Murder each and booked in OCC.
Sheriff’s Investigators would like to express their appreciation to the Metro Narcotics Unit and the OPSO Warrant Division for their assistance in the investigation.
